I'm creating a new instance of an OscServer to receive messages

oscServer = new OscServer(57121, IPAddress.Parse("127.0.0.1"));

When creating this I get the following error message:

Could not load file or assembly 'Bespoke.Common, Version=4.3.0.0, Culture=neutral, PublicKeyToken=843a094264521388' or one of its dependencies. The system cannot find the file specified.

What have I done wrong?

This indicates that the executable file you've created (.exe) or referencing .dll is located in a directory that doesn't also contain the Bespoke.Common.dll file. If you've compiled your application and then moved it to another location, be sure you copy over all referenced .dll files. This isn't necessary for files stored in the Global Assembly Cache (GAC) such as all of the .NET "System" .dlls.

Simply insure that the Bespoke.Common.dll file, along with any other referenced .dlls, resides in the same location as the calling assembly. Alternately you could store the Bespoke.Common.dll file in the GAC.
